Metcalfe Sets New Date for 2020 Right to Keep and Bear Arms Rally


HARRISBURG — Answering the people’s demands that Gov. Tom Wolf’s tyrannical abuse of emergency powers must be stopped and never imposed again, State Representative Daryl Metcalfe (R-Butler) officially confirmed today that this year’s Rally to Protect Your Right to Keep and Bear Arms will take place on Tuesday, Sept. 29, beginning at 11 a.m., on the front steps of the Capitol, in Harrisburg.


“It is precisely the Second Amendment and our right to keep and bear arms which provides the foundation and reinforcement of all the rights recognized and proclaimed in our state and federal constitutions,” said Metcalfe. “This especially includes, Article 1, Section 21 of the Pennsylvania Constitution which clearly states: ‘The right of the citizens to bear arms in defense of themselves and the State shall not be questioned.’”


Identifying specific legislative priorities for this year’s rally, Metcalfe referenced his June 24 vote in support of House Bill 1747, which would repeal statutes that allow the governor to suspend or limit the sale of firearms during a disaster emergency declaration. Additionally, the bill would repeal a section of the Crimes Code that infringes upon the right to open carry during an emergency declaration. Advancing with strong bipartisan support in the House, House Bill 1747 is now awaiting Senate consideration.


“Message to Tom Wolf: Your blatant, unconstitutional misbehavior in office and callous disregard for the most fundamental civil liberties of your fellow man give this year’s theme of Stand Your Ground Against Socialism even more substantive significance,” said Metcalfe. “You have no authority to imprison any citizen in their home or otherwise rob them of their right to put food on the table. Our right to arm and defend ourselves and our loved ones is non-negotiable, and you can expect us to vigilantly defend these inherent rights on the state Capitol steps on Tuesday, Sept. 29.”


Metcalfe is also encouraging all law-abiding citizens who attend to stay alert and practice social distancing according to CDC guidelines.


I've already spoken to Justin, and our intent will be to plan and attend a rally in support of our 2A rights, even if this event is again cancelled or postponed.

We will begin outreach to partner groups as was done the last time, in hopes of having as large of a turnout as possible, and doing so in an organized way to help ensure safety and a positive experience for all in attendance.

We should absolutely plan on attending no matter the "official" status of the event. We did it once, we can do it again.

If Metcalfe bails again, we have to seriously question his commitment to the 2A but I do have faith he'll do the right thing this time. He deserves another chance to do right after all of the years of support he's given us.

So, lets start planning the backup plan so we don't have to scramble this time!

I don't really see a need for a "backup" plan, other than possibly coordination with other big name folks like Val from GOA to help keep things afloat. We should put a similar plan together as we did back in June and plan to execute regardless of the "official" status. I would look at the June 8th rally as sort of a practice for this one. We plan on our meet point (that 2nd st garage seemed perfect IMO) and time, how many official groups we want to travel in between the garage and rally, radio comms (@mrgixxer) and signal chat, etc etc.

I agree. Our plan is our plan. If we fill roles and responsibilities as before, the only thing we will be lacking is the roster of speakers. While I'm sure several of us could give some appropriate thoughts, I thought that the decision last time to hand the mic to anyone who stepped forward was a BAD idea. It's too hard to ensure comments won't stray into territory where various sub-groups may be in conflict. I do understand it was an attempt to fill "dead air", but IMO, it's not something *we* want to adopt as a practice.

For those who wish to be part of "our" group (anyone and everyone is welcome), we should have a meeting place and time, and similar security and comms as last time, assuming appropriately qualified persons are willing to help out. At this point, it looks like all Harrisburg parking garages are open again, so the meeting spot may be in a different garage than we used in June.

The two weeks surrounding this event is already a busy one on my calendar, but I'm operating under the assumption that I will be there....probably Monday evening to stay over.

We do now have pin-on badges printed with our logo and URL. I'll have those and a few sharpies for folks to add their moniker of choice. For those here, please hang on to them and continue to use them for future events. They aren't expensive, but they can definitely be re-used if you're the kind of person that kind find it when the next event rolls around.

Ultimately, we would like to have a "branded" sticker, identical to the one used by VCDL. We have already talked to them about co-opting the idea, but costs for the small quantities we'd want to start run close to $200 per roll of 1000. They get an excellent price because they buy 150,000 at a time. If you know anyone in the printing business that may be able to assist, please let Justin or myself know.

Assuming Metcalfe and co. don't cancel, I don't believe we'll need to help coordinate speakers - my assumption is he will handle all of that and have a roster of folks to speak as it's his rally. If he cancels (again, and damn him if he does) then we'll need to do something.

Let Metcalfe worry about the festivities, and we can plan on coordinating logistics and safety for our groups. Things have definitely not gotten better since our first go at this in July, so we really need to make sure on our game to make sure we're safe.

Pulled a few things from the other thread we can use to start:
- Park at the South St Garage, meet at the top level between 9 and 9:30. We LEAVE the garage no later than 9:30.
- Bring a radio/walkie-talkie(FRS compatible) for comms.(general group that isn't a HAM)
- Mr_Gixxer to provide primary and secondary frequencies for general comms and tacops based off of what we used in June
- Determine spot for table and share a google maps pinpoint of it so others can find us if they aren't in the garage

At this point I can't say 100% if I'm a go yet, fall trade shows are starting up and I'm not sure if I'll have the ability to get out of the shop. Comms plan can remain the same as before and I can at the very least dig up the emails and files to distribute once again for anyone that needs them.

That's exactly what I meant by "backup plan", the quick coordination of speakers and also getting the word out that "we have not been canceled" again.

Last time was a great test and run-through of last minute plan changing and I'd say we passed with flying colors.

The plan should be to replicate that regardless of Metcalfe's status...getting people to the event and plans to stay safe.   As we get closer and closer to November, threats will still remain and maybe even intensify.   Then there's also the enemy INSIDE the building we'll be meeting at.   I don't expect the Governor's lockdowns and restrictions letting up at all until after the election.

Since South St. Garage now appears to be open, I think that should be the one we use. It's much closer

I think the last time we had a table, it was located at one of the locations indicated by the red boxes.

Sounds good - we will certainly miss you there but will do everything to make this one just as successful.

We should work to finalize general meet up plans soon and cross post to PAFOA when we think we have a plan in place. So...
-Let's pick a spot for the table, mark on gmaps and have a link ready. Determine who is running the table and responsibilities there. We need the t-shirts and new orange "VCDL" stickers ready to pass out.
-We can copy/paste the comms info Mr_Gixxer used from June (we had a change in primary repeater freq if I remember right, just need those details again).
-South St garage (top floor?) at 9pm?, "breakfast tailgate" for those that can make it early enough. To keep things simple, I say we keep it at one muster group and go together - if we need to make adjustments on the fly we can do so.
-Justin, should we contact Val again at GOA and come up with a speaker contingency plan in case Metcalfe bails again?
-What else?

Yea, the primary repeater was a dead repeater if I remember correctly and we assigned the backup frequency for the day instead.

Time off for the rally approved.

I will have:
[*]card table and chair for myself
[*]plenty of stickers 
[*]a wagon to help haul the stuff 
[*]If someone is able to get shirts to Harrisburg, there should be room for them in the wagon too.




Pens, can I suggest you alter your "starter" post to reflect the South St. Garage instead of River St., since it's closer, and is now open?

Done and done. Top floor of the South St garage, I say we leave at 9:30. I'm looking to stay local the night before and will be at the garage early. (and no starbucks or panera here ;-) )

Mr_Gixxer can you post the details of the radio freqs we ended up using? I don't have them handy.

Justin, anything else you need to get to me that gnbrotz isn't already bringing?

I think we're pretty close to having a solid "basic" plan together to post to the "troops" on POOFA.
